No, there is no “harajuku style”. Harajuku is a district in Tokyo. There’s a lot of interesting fashion there (people usually mean decora when they say “harajuku style”) but no specific “harajuku style”.
Gwen Stefani’s dancers are not dressed in a style you would see there, they’re just dressed in “weird” clothing.
These portrayals by white women reduce Japanese culture to a stereotype so they can stand out.
